MOWD requires that payment is required to replace existing meters regardless of meters are in public or government properties.  MOWD has the authority to remove and disconnect meters, but yet when meters are stolen/taken from public or government lands owners are required to pay for the replacement. Oroquieta City, Misamis Occidental Philippines is the place to be.  This is a small city of about 30,000 that has potential.  Many of the businesses are undergoing renovation and national businesses are starting to notice, such as Jollibee and other new restaurants.  Oroquieta is a coastal city, and is nestled beneath a mountain, which protects the city from extreme tropical weather.  An expansion of the provincial hospital is in the making and roads are under construction and renovation.  The Philippines is a former commonwealth of the United States, which created the infrastructure of the government, and language.  English is one of the official languages. There are many Internet Cafes, especially in small towns in southern Philippines.  In one particular town, Oroquieta City, in the province of Misamis Occidental just about every corner you will see a Philippine Long Distance Telephone Co (PLDT) Internet café.  There are about 30 cafes of which 3 opened in the past year.  Of the 30 there are four non-PLDT Internet service cafes.  Try applying for Internet access through PLDT in this small town is nearly impossible.  Apparently there are limited ports, but yet a new café opens year after year with no existing PLDT café closing.  The other provider that is not affiliated with PLDT charges double.
